Some big changes coming up for tote punters. New South Wales Racing Minister Kevin Green has announced he intends to make some changes that should help the industry increase turnover and so provide more money for the betterment of racing. Some of the proposed changes are allowing NSW TAB to offer fixed odds right up until they jump. NSW bookmakers will be allowed to bet at racecourses via Internet or telephone 24 hours a day seven days a week and propose talks to endeavour to get the NSW TAB to pool holds with other Australian TABs.

Both NSW and Victorian TABs have lobbied the Commonwealth Government to introduce legislation to ban bookmakers from betting best tote odds.

Something to remember when you are on track and getting betting fluctuations.

Former South African trainer David Payne has been named by big Sydney bookmakers as "The Death Adder". Over recent months when the money arrives for one of the stable runners most times they win.

Truckloads of cash arrived a couple of weeks ago to send Centennial Park from $4.80 into $2.80, and got the 'bickies'. Then next race Madibagold was $7 into $4 and also "saluted". Also remember quite often he goes first up.

We've often said in this column over the years that Bart Cummings is the greatest trainer ever. At 82 he's still killing them. One rival trainer said after he'd quinellared the Caulfied Cup on Saturday, "I thought you had to retire at 65. Wish Bart would and give the rest of us a go." Remember many moons ago reading Bart's answer to the question of, "How do you do it?" "Make sure you have a happy horse, be patient and always send your horse for a spell with one run left in it. It will come back a better horse. Send it out with nothing left in the tank, it may never come back."

The old tugger will be at Moonie Valley on Saturday cheering on Whobegotyou in the Cox Plate. Took $7 many months ago. Is now 6/4, so that should be enough to get it beaten, but it's certainly good value. If Bart's three year-old, So You Say gets a run, we'll have a couple of bob on it at the 20/1. Still a big baby, but will be a star next prep.

The Cup next week and everyone has their own opinion. Reckon there are only five chances. We've drawn a line through the visitors. Too hard to line up the form, and the overseas jockeys have no idea how to ride Flemington.

Viewed and Efficient have been there and done it and when most other runners will want to faint when they turn for home and see that long Flemington straight these two old warriors will be giggling. Speed Gifted slaughtered them in the Metrop on a heavy track. Beat a field of billygoats but couldn't have been more impressive. The unknown one is Alcopop, a "bushie", but winning easily and has no weight. Finally using the Melbourne Cup system, which has picked many winners over the years, the pick is Bart's other horse Roman Emperor. Has had only two starts at a mile and a half. Won the AJC Derby and second on Saturday in the Caulfield Cup. Good luck.

The lights of the Patrol Car picked out a man staggering along Baker Street at 2.30 in the morning. The Officer wound the window down.

"Where are you going?" he asked. "A lecture," replied Rotund Resident.

"What, at this time of night? Who's giving it?"

"The Missus," replied Resident.
